Photos taken during the 1913 flood. View from Government Square (later Market Square) looking at the Mail Pouch sign. Government Square no longer noted on Portsmouth Maps. Oldest Ohio Dept. of Transportation aerial photos are in 1940 and a review of what is available did not reveal the layout of the buildings as noted in Photos 1 & 2.
